Disproportionate Impacts on Female Firefighters

Female personnel face specific physical and systemic barriers:

  • Ill-Fitting PPE: Services frequently deploy unisex or male-spec spare kit, impacting both thermal protection and dignity;

  • Physiological Differences: Slower sweat responses, fewer sweat glands, higher relative body fat, and hormonal fluctuations mean women's core temperatures rise faster in extreme heat; and

  • Shift Pressures: Concerns over shift schedules sometimes prevent female firefighters from staying behind to thoroughly wash contaminants from hair and skin post-incident.

Systemic Austerity & Grenfell Lessons

Between 2010 and 2024, the UK lost 20% of its firefighter workforce, even as total incidents attended rose by 22% over a decade. Reduced staffing strains crew rotations during large multi-agency incidents. In addition to operational response, firefighters routinely engage with local communities through fire prevention education and safety audits in schools to reduce juvenile fire-setting and improve building compliance.

Meanwhile, the legacy of the 2017 Grenfell Tower disaster remains: 25% of attending firefighters reported life-changing health issues from heavy pollutant exposure. Out of 61 public inquiry recommendations, only 21 have been completed as of May 2026, alongside updates like the Fire Safety Bill.

Full health monitoring protocols are scheduled for implementation by 2027 to catch occupational diseases early and build long-term workforce resilience.

As the government launches the Firefighters Concordat on Health and Wellbeing (a UK government initiative announced in April 2026 to provide standardized, routine health checks and tailored, research-backed support for serving and retired firefighters), a recent investigation by IOSH highlights a growing crisis across several fronts.

Shifting Threats and Evolving Hazards

The number of incidents attended by firefighters has risen by 22% in 10 years, although line-of-duty deaths have dropped significantly, falling from 30 (1986–1996) to two (2014–2024). However, on-duty injuries rose by 9.3% between March 2024 and March 2025. Modern risks include:

  • Attacks & Vehicle Incidents: Injuries are increasingly driven by public assaults and incident response collisions;

  • Lithium-Ion & EV Fires: Devices from vapes to electric vehicles present explosive fire risks, rapid heat spread, toxic gas release, and reignition hazards. A lack of standardized legislation complicates vehicle extractions;

  • School & Educational Building Fires: Emergency crews respond to an estimated 1,400 to 1,800 school fires across the UK each year. These complex incidents often stem from electrical faults, commercial kitchen equipment, or deliberate arson, causing major structural damage and community disruption. Over 97% of affected schools lack operational fire sprinkler systems, increasing the scale of response required by fire services; and

  • Climate Pressures: Escalating wildfires expose crews to severe heat stress and intense air pollutants without dedicated equipment.

Carcinogens and Chemical Exposure

Classified as a group-1 carcinogen by the IARC, firefighting exposes personnel to volatile organic compounds (VOCs) and "forever chemicals" (PFAS). PFAS are present in firefighting foams and PPE—both on outer protective coatings and inner lining layers where sweat enhances skin absorption.

  • Cancer Risks: Firefighters aged 35–39 experience cancer rates over three times higher than the general population; and

  • London Assembly Findings: A report highlighted lingering toxic contaminants on PPE, including heavy metals, asbestos, and persistent organic pollutants.
